SUMMARY

OF MEETING WITH FLORIDA POWER AND LIGHT COMPANY (FPL)

ON DECEMBER 6, 1989 REGARDING PROBABILISTIC RISK ASSESSMENT A meeting was held in Rockville, Maryland on December 6,

1989 to discuss FPL's plans for, and status of, their Probabilistic Risk Assessment (PRA) for Turkey Poirt Units 354 and St. Lucie Units 182.

FPL stated they would complete and submit a

PRA for Turkey Point by June 1991 and for St.

Lucie sometime in mid-1993 with the exact date to be determined later.

The St. Lucie PRA will be performed after the Turkey Point PRA is completed.

The Turkey Point PRA will be performed for the improved four-diesel generator design which will be operational upon restart from the dual unit outage scheduled for 1991.

FPL indicated that the June 1991 submittal for Turkey Point may not include certificaticn that it represents the as-built design if modifications associated with the addition of two diesels are not sufficiently complete.

If necessary, certification could follow a few months later.

FPL indicated their PRA would be a "best estimate/realistic" approach as opposed to a conservative or bounding type of analysis.

The NRC staff noted that it will be very iIIIportant to quantify uncertainties associated with assumptions, limitations in scope, modeling and data.

The staff commented that although the 1993 date for the submittal of the St.

Lucie PRA is beyond the date envisioned by Generic Letter 88-20, the benefit of the experience gained by FPL in first performing the Turkey Point PRA will offset the effect of the delay of the St. Lucie submittal.

FPL 's basis for the meeting discussions, which was handed out to participants at the meeting, is attached as Enclosure l.
