NRC Systematic

Assessment

of Licensee

Performance

(SALP) has

been

completed

for your Turkey Point Facility.

The facility was evaluated for the period

July l.

1988,

through July 31,

1989.

The results

of the evaluation

are

documented

in the enclosed

Interim SALP Report.

This report will be discussed

with you at

a public meeting to be held at the. Turkey Point'Site

on October 26.

1989. at 9:00 a.m.

Turkey Point's

performance

was

evaluated

in the functional

areas

of Plant

Operations,

Radiological

Controls,

Maintenance/Surveillance.

Emergency

Preparedness.

Security,

Engineering/Technical

Support

and

Safety

Assessment/equality

Verification.

Although the functional

areas

evaluated

during this

assessment

period

are

not identical

to those

in the

previous

period,

a close correlation

can

be

made

concerning

changes

in performance.

Turkey Point's

performance

has

improved substantially

in most areas

since the

last

assessment

period.

One area.

Security,

remains

a category 3; however.

improvements

have

been

noted in this area.

especially

toward the

end of the

assessment

period.

Recent

management

changes

and oversight

have

been effective

in achieving these

improvements.

The assessment

indicates that over the

SALP period Turkey Point's perfor-

mance

exceeded

the

performance

level

needed

to

meet

minimum regulatory

requirements.

Improvements

in performance

during the assessment

period are

a

continuation of trends

noted at the

end of the last period and is

a result of

extensive

management

changes.

emphasis

on accountability.

determined

approach

to finding root causes,

and

placement

of priorities

on plant safety

and

reliability.

We

recognize

your efforts

to

improve plant safety

and reliability as

demonstrated

by strong

management

oversight

and placement of Operations

in an

overall

responsible

role for directing all plant activities.

Your

improved

regulatory

and operational

performance

during this period are

a direct result

of these

initiatives

and the

implementation

of the

Independent

Management

Appraisal

recommendations.
