This refers
to the Nuclear Regulatory
Commission
(NRC) 'inspection
conducted
by
E.
H. Girard
on
November
28 - December
16,
1988.
The inspection
included
a review of activities
authorized
for your Turkey Point facility.
At the
conclusion of the inspection,
the findings were discussed
with those
members
of your staff identified in the enclo'sed
Inspection
Report.
The inspection findings are
summarized
in the Executive
Summary of the report.
In general,
the findings
indicate
that
you
have
developed
a satisfactory
maintenance
program
but that its implementation
is poor.
An improving trend
was
noted,
stemming
from changes
in man'agement's
approach
to maintenance
and
from newly instituted
programmatic
changes.
Some of these
changes
had not
been fully implemented
at the time of this inspection.
Matters which are of
foremost
concern
include your historically high equipment failure rate,
the
apparent
high turnover of technical
support staff,
and
inadequate
controls to
assure
availability of spare parts'e
found that
you
were directing
significant attention
to the first two and
encourage
your continued efforts.
With regard
to the third,
we- found that your recognition of spare
parts
availability problems
appeared
inadequate.
The inspection findings i.ndicate that certain activities appeared
to violate
NRC requirements.
The violations,
references
to pertinent
requirements,
and
elements
to be included in your response
are described
in the enclosed
Notice
of Violation.
In accordance
with Section 2.790 of the
NRC's
"Rules of Practice,"
Part 2,
Title 10,
Code of Federal
Regulations,
a copy of this letter and its enclosures
will be placed in the
NRC Public Document
Room.
The responses
directed
by this letter and its enclosures
are not subject to the
clearance
procedures
of the Office of Nanagement
and Budget as required
by the
Paperwork
Reduction Act of 1980,
