TURKEY POINT UNITS 3 AND 4 DOCKET NOS. 50-250 AND 50-251 IE INSPECTION REPORT 250-88-37
& 251-88-37 VIOLATION Turkey Poi,nt Technical Specification 6.8 states written procedures and administrative policies shall be established and implemented for the Facility Fire Protection Program.
Fire Protection Program Procedure O-ADM-016.2, Fire Brigade
- Program, Section 5.3.1 requires that any fire brigade member not attending the required training be removed from active status and not be assigned to fire brigade duty.
The procedure requires each fire brigade member to attend planned meetings every three months.
Contrary to the above, four fire brigade members failed to attend the required planned meeting in second quarter 1988 and were not removed from active status.
Consequently, at least one of these four members was assigned for fire brigade duty on twenty,shifts during the month of July 1988 when they were ineligible 'per t
procedure.'n addition, three other brigade members failed to attend their planned meeting within the required three month interval.,
RESPONSE
1)
Florida Power and Light accepts the violation.
2)
The reason for the violation was a failure to review the qualification status of prospective fire brigade members prior to placing them on active status.
3)
The qualifications of the fire brigade members on the active roster were reviewed.
This review identified additional fire brigade members who did not meet all qualification requirements The unqualified members. were determined to be ineligible for fire brigade assignment until their qualifications were brought up to da'te

4)
The fire protection program requires each fire brigade member to attend planned meetings every three months in order to qualify them for duty during the following three months.
If this training is missed, but all other requirements are met, the fire brigade member continues to be eligible for duty for the remainder of the current month, but is ineligible for duty during the following month.
An assignment sheet of eligible brigade members is prepared and forwarded to the Operations Department, by the Fire Protection
- Group, on a monthly basis.
The Operations Department selects the on-duty fire brigade members from this assignment sheet.
In order to prevent ineligible personnel from being placed on the active fire brigade roster, procedure O-ADM-16.2, Fire Brigade Program, has been revised to require monthly verification of eligibility for fire brigade members.

- sheet, which became effective on February 1,
1989.
b)
Procedure O-ADM-16.2 was revised on January 26, 1989.
