COMPLETION OF MOS PORTION OF ORDER EA 87-85 DATED OCTOBER 19, 1987 DOCKET NOS.

50-250 AND 50-251 J

The NRC has reviewed your request to terminate the Management-On-Shift (MOS) program.

The requirements of Order EA 87-85, dated October 19, 1987, for that portion dealing with the MOS program (Section V.D) are considered

complete, and the MOS 'program may be terminated.

With the completion of this portion of the Order, the NRC considers that all the requirements of Order EA 87-85 have been completed.

We note that Florida Power and Light (FPL) has taken a number of other steps, since the MOS program was initiated, to improve the performance of plant operations.

These include the addition of a new and experienced Plant Manager, the addition of a new and experienced Operations Superintendent, the establish-ment of a

code of professional behavior for control room operators, the introduction of uniforms for control room operators, and initiatives to improve the operations/maintenance interface wherein the Operations Department now sets the priorities and schedule requirements for the Maintenance Departmen't.

We also note that operations supervision has, for many months, been identifying needed improvements, overlapping the MOS observations.

We believe that the FPL actions noted above, taken together with other improve-ments made by FPL as a result of the Independent Management Appraisal, provide a

basis for 'terminating the MOS program at Turkey Point.

. Terminating the MOS program at this time is appropriate, since we believe it is very important that operations accept the basic responsibility for identifying problems in this area without relying on outside managers.

However, we need to stress that there remains much more to be done to assure that FPL is operating Turkey Point at the desired level of performance such as completing the corrective actions recommended by the Independent Management Appraisal and improving your security program.

In accor'dance with section 2.790 of NRC's "Rules of Practice,"

Part 2, Title 10, Code of Federal Regulations, a copy of this letter will be placed in the NRC Public Document Room.
