PRA FOR TURKEY POINT UNITS 3 AND 4 The purpose of this letter is to recommend that FPL perform a Probabilistic Risk Assessment (PRA) for Turkey Point Units 3 and 4.

In previous discussions with you and other FPL representatives, the subject of PRA has been raised.

We believe a

PRA would be valuable for Turkey Point, not only because it would assist you in prioritizing maintenance, surveill,ances, and plant modifications, but because it would enable you to assess the complex-ities of shared systems and other plant specific design features of the Turkey Point site.

In addition, a

PRA would be useful for severe accident policy considerations, as well as adding to your staff's understanding of plant vulnerabilities and the relative importance of different accident initiators and protective safety systems.

I would like to discuss this matter with you at our November 14th meeting.
