Nelson Grace, Regional Administrator ENFORCEMENT DISCRETION FOR TURKEY.POINT UNIT 4 DOCKET NO. 50-251 The purpose of this memorandum is to document that on January 29,
~1988, Florida Power and Light Company (FPL) was verbally granted a 24-hour extension of time to the Action Statement of Technical Specification (TS) 3.0. 1, Limiting Condition for Operation, requirements.
The TS requires that when a Limiting Condition for Operation (LCO) is not met, within one hour action shall be initiated to place the unit in a mode in which the specification does not apply by placing it in Hot Standby within the next six hours.
The TS Action Statement was entered when it was determined four of nine channels of the low low steam generator (SG) level were set slightly below the TS setpoint of greater than or equal to 15 percent.
The TS relief allowed FPL to delay the requirements of TS 3.0.1 by 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> so that they could recheck, calibrate and record the as-found and as-left conditions of the instrument setpoints.
Additionally, they rechecked the instrument setpoints for Turbine Trip, Power Range Neutron Flux-low, Power Range Neutron Flux Interlock-P-8, and low setpoint Neutron Flux Interlock-P-10 N42.
This relief was granted by Region II per the February 27, 1987, memorandum to Regional Administrators from Harold R. Denton and James N. Taylor regarding relief from Technical Specification LCOs.
As described in Enclosure 1, the 24-hour extension was granted for the purpose of verifying the instrument setpoints since the instrument procedures acceptance
- criteria, and the as-found values fall within the "allowable value" which the licensee's NSSS vendor had determined to be bounded by calculations used in the Turkey Point safety analysis.
