This refer s to the Nuclear 'Regulatory
Commission
(NRC) inspection
conducted
by
D.
R. Brewer
on
December
28,
1987,
through January
18,
1988.
The inspection
included
a review of activities authorized for your Turkey Point facility.
At
the
conclusion
of the
inspection,
the
findings
were
discussed
with those
members of your staff identified in the enclosed
inspection report.
Areas
examined
during
the
inspection
are
identified in the report.
Within
these
areas,
the
inspection
consisted
of selected
examinations
of procedures
and
representative
records,
interviews with personnel,
and
observation
of
activities in progress.
The inspection
findings indicate that certain activities
appeared
to violate
NRC requirements.
Th'e violations,
references
to pertinent
requirements,
and
elements
to
be included in your'esponse
are described
in the enclosed
Notice
of Violation.
The
second
example of violation B,
as described
in the enclosed
Notice, is
similar to
a violation contained
in the Notice sent to you by our letter dated
September
11,
1987.
Because
a "similar violation," as described
in the
NRC
enforcement
Policy,
is
of significant
concern
to
the
NRC,
please
give
particular attention in your response
to the identification of the root cause
of this problem and your corrective action to prevent recurrence.
Inspection
Report

documented,
as
an
Unresolved
Item,
an
NRC
concern that safety evaluation JPE-L-85-38,
Revision 2,
was inadequate
in that
it authoriz~peration
of the Component
Cooling Water
(CCW) System outside'ts
design basis.'
review of this issue
has
been
completed
and
a violation of
NRC
requirements
has
been identified
as
discussed
in paragraph
10 of the enclosed
Inspection
Report.
However,
a Notice of Violation will not
be
issued
because
the discrepancy
is a further example of violations. for which escalated
enforce-
ment action
has recently
been
issued
(EA 87-85
and
EA 87-97).
Nevertheless,
a
thorough evaluation
should
be
performed to ensure
that root causes
have
been
fully identified and corrected.
