ENCLOSURE TURKEY POINT STATUS REPORT (November 10 - 24, 1987)-
1.
Plant Status Units
- 3. and 4 are currently in Mode 5, conducting a maintenance outage.
2.
Facilit 0 erations Summar Unit 3 remains down (from the last report) due to conducting modifications to the unit's Residual Heat Removal (RHR) pump mini-flow recirculation lines.
The unit is presently scheduled for restart on December 15, 1987.
Unit 4 also remains down due to the RHR pumps mini-flow recirculation line modification.
Additionally, the licensee continues maintenance on other Unit 4 plant equipment; component cooling water pump surge line
- repair, intake cooling water pump electrical correction box repair, PORV block valve repair and other system valves that have minor leakage.
The unit is presently scheduled for restart on December 4,
1987.
The licensee has taken the conservative approach in delaying unit 3 restart until unit 4 is on line.
M f FPL continues the Management-on-Shift Program.
The second week's report identified no major problem areas, although the Region still expressed some concern over the lack of details in several of the "daily" shift reports.
FPL has selected the contractor for the independent management review team.
The contractor is ENERCON Services, Inc.
Additionally, their review plan was submitted to the NRC for review and approval on November 18,
- 1987, as required by Order.

NRC Staff Activities Durin The Period The Region reviewed the independent management review plan submitted November 18 and presented its comments at the Management Meeting that was conducted on November 24, 1987, at the Turkey Point facility.
Overall the plan appeared comprehensive and the Region had several comments.
The Management Meeting was well attended by FPL upper management, including R.
E. Talion, FPL's President and Chief Operating Officer.
Commissioner Rogers conducted a site visit on November 23, 1987.
The Deputy Regional Administrator and Director of Reactor Projects accompanied him on his visits.
The Unit 4 and 3 startup will be closely monitored by the resident inspectors.
