DOCKET NOS. 50-250 AND 50-251 TURKEY POINT PLANT RADIOLOGICAL EMERGENCY PLAN REVIEW We have completed our review of Revision 16 to the Turkey Point Plant Radiological Emergency Plan (REP).

The review indicated

that, with two exceptions, the changes contained in this revision are consistent with the planning standards of 10 CFR 50.47(b) and the requirements of Appendix E to 10 CFR Part 50.

The referenced exceptions are (1) a faultily worded statement in REP Section 4.6 regarding locations of Emergency Notification System telephones, and (2) the apparently inadvertent deletion of the Technical Support Center (TSC) from the listing in REP Section 5.3.3 of areas in which frequent surveys are to be performed during emergency response.

Please be reminded that 10 CFR 50.54(q) requires that proposed changes which decrease the effectiveness of your Emergency Plan shall not be implemented without application to and approval by the Commission.

However, changes may be made without Commission approval if such changes do not decrease the effectiveness of the Plan, and if the Plan, as
changed, continues to meet the standards of 50.47(b) and the requirements of Appendix E to 10 CFR Part 50. If a change is made without approval, you should furnish copies in accordance with 10 CFR 50.54(q).
Also, any changes to the Emergency Plan Implementing Procedures should be made in accordance with the requirements of Section V of Appendix E to 10 CFR Part 50.
