the inspection

these

areas,

the inspection

consisted

of selective

examinations

of procedures

and

representative

records,

interviews with personnel,

and

observation

of

activities in progress.

Within the

scope

of the

inspection,

no violations

or deviations

were

identified.

Your attention

is directed

to the unresolved

items

and

concerns

addressed

in

paragraphs

6 and

8 of this inspection report regarding

the inadequate

implemen-

tation of your Licensed

Operator Requalifications

and

Upgrade Requalification

Programs.

We are

concerned

about

the

management

controls that allowed this

situation to develop

and

request

that you provide

a response

to this office

indicating your proposed

corrective actions.

In accordance

with Section 2.790 of the

NRC's '"Rules of Practice,"

Part 2,

Title 10,

Code of Federal

Regulations,
