Subject:

International Atomic Energy Agency (IAEA) Safeguards Program-Turkey Point Unit 4 This letter serves to confirm telephone discussions between our Mr. Brach of NMSS and your reactor supervisor, Mr. Mende, on April 30, l987 at 4:00 pm regarding the next IAEA activity at Turkey Point 4. It was agreed that the IAEA would begin the sealing activity at 7:00 am on May 2, 1987.

The seals will be attached to the reactor head and if possible the transfer gate between the reactor and the spent fuel pool.

The IAEA surveillance camera currently installed in the containment will remain in place.

We understand that work in the containment will continue for some time and, therefore, we strongly urge you to take measures against accidental breakage of the IAEA seals, including, for example, detailed instructions to workers and warning labels at the seal locations.

We appreciate your cooperation in this important matter, Sincerely,

/s/
