Inservice Inspection (ISI) Requirements, Relief Requests Number 12 (First Inspection Interval) and Number 2 (Second Inspection Interval), Turkey Point Units 3 and 4
Reference:
TAC Numbers 62140 and 62141 By letter dated August 6, 1986, you submitted requests for relief from examination requirements of Section XI of the ASME Boiler and Pressure Yessel Code for the safe end welds in the reactor coolant piping at Turkey Point Units 3 and 4.
You also provided information in support of your determination that the examinations were impractical to perform.
Our evaluation. of the referenced letter has determined that certain ASME Code Section XI examination requirements for the affected zones in Relief Request No.
2 and the hot legs in Relief Request No.
12 are impractical.
We have further concluded that the alternative examination discussed in the enclosed Safety Evaluation will provide an acceptable level of quality and safety and relief is justified.
Therefore, pursuant to 10 CFR Part 50.55a(g)(6)(i),
the granting of this relief is authorized by law and will not endanger life or public property or the common defense and security and is otherwise in the public interest.
In making the determination, we have given due consideration to the burden that could result if these requirements were imposed on your facility.
Relief from code examination requirements cannot be granted for the welds in the cold legs because of the uncertainty of the extent of coverage utilizing the ultrasonic technique developed to detect Outside Diameter (OD) surface flaws.

Woody inspection intervals at Turkey Point Unit 3 and 4 (February and April 1994),
the request will be reconsidered at that time when information necessary for assessing the extent of coverage of the welds can be obtained.
Enclosed is our Safety Evaluation Report which contains the details of our evaluation and the bases for our position.
