Turkey Point Units 3 and 4 Docket Nos. 50-250 and 50-25 I Select S stem Review As discussed in Florida Power & Light (FPL) letter L-86-I I2, dated March l9, l986, FPL committed to completing "walkdowns" on Select System small bore piping and tubing by the end of the Cycle I I Unit 3 refueling outage.
As described in that letter, the product of the walkdowns was to be the verification of small piping and tubing functionality for select systems.
The purpose of this letter is to clarify the scope associated with these walkdowns and subsequent repairs as needed.
It is FPL's intent to verify that Select System small bore piping and tubing meet the applicable FSAR criteria.
FPL intends to perform small bore piping and tubing walkdowns on those portions of the Select Systems inside Unit 3 Containment prior to completion of low power physics testing of that Unit following the upcoming Cycle I I refueling outage.
At
- present, small bore piping and tubing walkdowns outside the Unit 3 and 4
Containments are in progress.
These outside Containment walkdowns will be completed following the return of Unit 3 to power as previously indicated in our letter L-86-5 I 9, dated December I 9, I 986 (Integrated
- Schedule, license amendment request),
and as the integrated Schedule may be updated thereafter.
The completion of any repairs which may be deemed necessary to bring the small bore piping and tubing to FSAR standards will be addressed through the Integrated Schedule process.
Additionally, as stated in letter L-86-I I2, FPL intends to confirm functionality (including any necessary repairs) for those portions of the Select Systems inside Unit 3 Containment prior to power operation.
Functionality for the purposes of this effort is defined as maintaining operability during a
safe shutdown earthquate.
This definition is consistent with the Supplement dated August l5, I 979, to IE Bulletin No. 79-I4.

Additionally, the program will ensure walkdown teams are of a manageable size, allowing for closer supervision of the process.
