Component Cooling Water Flow Balancing - Turkey Point Plant Units 3 and 4
Reference:
TAC Numbers 6l077 and 61078 Florida Power and Light Company's Safety Engineering
- Group, as part of the reconstituted design basis effort, identified concerns relating to the Component Cooling Water (CCW) system.
The two major concerns were:
- 1) flow through the RHR heat exchangers could be less than the required amount per heat exchanger, and 2) the potential for CCW pump runout exists when only one CCW pump is available for post-LOCA recirculation phase conditions.
Due to lack of documentation, an engineering evaluation was performed to determine if the concerns identified above would have an impact on safety.
The results of the evaluation indicated that throttling valves on the discharge side of the Residual Heat Removal (RHR) heat exchangers should be fully opened.
However, prior to advising the plant to open the throttle, valve tests on the CCW system were performed on March 3 and 4, 1986.
The results indicated that neither the throttled position nor the fully open position would provide proper flow to a11 of the system components and it would be necessary to flow balance the system.
Flow balance tests were performed on March 8 and March 9, 1986, for one pump and two pump operation on Unit 3.
A final test was performed on March 18, 1986, to demonstrate that when the system is properly balanced, both the maximum and minimum flow rates to safety-related components are within their design requirements.
NRC staff members, both Regional and Headquarters witnessed the tests; have audited the results; and agree that the CCW system is balanced and the safety-related components are being cooled per their design requirements as previously indicated to your staff. It is our understanding that the detailed design information and test results documented in the March 18, 1986, "Component Cooling Water System Flow Balancing Safety Assessment" will be included in an update to the Turkey Point FSAR.
