Reference:

TAC Numbers 61211 and 61212 In December 1985, Florida Power and Light (FPL) informed the NRC (LER 85-042) that the Emergency Diesel Generators (EDG) did not have sufficient capacity to meet the potential maximum loads during a design basis event at the Turkey Point site.

Region II issued a Confirmation of Action Letter on April 2, 1986, which documented actions to be taken by FPL.

You were to perform a

10 CFR 50.59 evaluation of the emergency diesel generator loading to demonstrate that Unit 3 could be operated safely and Unit 4 could be safely maintained in a cold shutdown condition.

In addition, you would perform a safety evaluation (SE) of the diesel generator loading for concurrent operation of Units 3 and 4

which was to be reviewed and approved by the NRC staff prior to restart of Unit 4.

By letter dated June 13, 1986, you provided the SE to the staff.

Based on the information provided and discussions with members of your staff, we considered the actions identified in the Confirmation of Action Letter to be completed; and therefore, the staff authorized concurrent operation of Units 3 and 4 by letter dated June 26, 1986.

We further indicated that an SE would be issued by the staff.

We have reviewed your submittals of June 12 and July 16,

1986, and have documented the details and results of our review in the enclosed SE.

We have concluded that the loads for the various conditions are in conformance with Regulatory Guide 1.9, Position C.2; the operator actions described are acceptable and are consistent with your accident analysis and emergency operating procedures; the revised containment pressure and temperature analysis is acceptable; an adequate human factors analysis was performed; and therefore, the proposed corrective actions relating to the emergency diesel generator loads are acceptable..
