attached is the annual update of the Florida Power and Light Company Topical Quality Assurance Report (TQAR).

Enclosure I includes a summary of the changes made to the TQAR sin~e June 30, 1993.

Enclosure II contains marked up versions of the TQAR showing all changes that have been made since the last annual submittal.

Enclosure III is the current TQAR including all revisions issued through Revision 38 dated February 1,

1994.

All changes have been reviewed by the Quality Assurance Department and it has been concluded that these changes do not reduce the commitments in our program description which has been previously accepted by the NRC.

Summary of changes to the Florida Power

& Light Topical Quality Assurance Report (FPLTQAR 1-76A).

Note that, with the deletion of the Quality Procedures (QPs) portion of the FPL QA Manual, all references to the Quality Procedures were removed and reference to departmental quality instructions was inserted in their place throughout the TQAR.

Acceptance of changes to the Florida Power

& Light Topical Quality Assurance Report (FPLTQAR 1-76A) for Turkey Point Units 3 and 4 and St. Lucie Units 1 and 2, dated August 16, 1993.

Replaces the March 25, 1993 letter with August 11, 1993 letter approving the FPL TQAR.

Revised the method for reporting the status of the QA Program to the Company Nuclear Review Board.

27 A general reformatting and renumbering of sections occurred.as a

result of the expansion of, or add'ition of, the sections defining departmental responsibilities.

This occurred as a result of the deletion of the Quality Procedures section of the FPL QA Manual.

A paragraph was added to section 1.2 to clarify how QA Program responsibilities are implemented when activities affecting quality are subcontracted.

The list in section 1.3 of Nuclear Division departments which have responsibilities under the FPL QA Program was revised to reflect organizational and department name changes.

These changes also appear in other sections throughout where the departments are mentioned specifically by name.

The description of the Company Nuclear Review Board (CNRB) was moved from section 1.2.1.5 to section 1.3.1.

Section 1.3.1.1 describing the accountabilities of the Plant Vice Presidents was expanded to reflect their added responsibilities for procurement and control of

material, implementation of the Environmental Protection Plans and responsibility over the Site Engineering Managers.

Section 1.3.1.3a describing the accountabilities of Nuclear Engineering and Licensing was revised to reflect the movement of the responsibility for materials management from Juno to the plant sites.

Section 1.3.1.3b describing the accountabilities of Licensing and Special Programs was revised to reflect the new accountabilities for engineering assurance, probalistic risk assessment, and discipline engineering support.

Section 1.3.1.3c describing the accountabilities of Materials Management was revised to reflect the movement of responsibility for materials management from Juno to the plant sites.

Note that contracts and procurement in support of the Nuclear Division Staff organization is still performed in Juno Beach.

Section 1.3.1.3d describing the newly created Nuclear Technical Support Department was added to reflect organizational changes for control of nuclear information management, nuclear fuel engineering activities and the Nuclear Records Official.

Section 1.3.1.3e was added to describe the newly created Component and Inspections group and their responsibilities for technical support in the areas of ASME Section XI, metallurgy, NDE and welding.

A specific section describing the responsibilities of the Quality Control organization was added to section 1.3.1.4.2 for clarification.

Section 1.3.2.2 was revised to reflect the movement of responsibility for receipt and storage of records from Documentary Files to Administrative Services.

Section 1.3.2.2 was revised to reflect changes within Environmental Affairs department including the movement of responsibility for implementation of the Environmental Protection Plan to the Site Vice Presidents and removal of the Company Environmental Review Group (CERG) from any activities affecting quality under the FPL QA Program.

12 Section 2.1 was revised to add an excerpt from the QPs concerning applicability of the FPL QA Program to quality-related items and services.

The paragraph in section 2.2.3 concerning control of management interfaces during construction and start-up was deleted.

An excerpt from the QPs was added to section 2.2.5 concerning training requirements for significant procedure changes and plant modifications training requirements for content of training records.

Section 2.3 was added to define the responsibilities for training which were stated in the QPs.

9 to Rev.10 An excerpt from the QPs concerning control of documents and data bases designating safety and quality related items was added to section 3.1.

Excerpts from the QPs were added to section 3.2 concerning the method for identification of safety related items, transmittal of design information between affected organizatiqns, and the standardizing 'of a

numbering system for engineering plant change/modification packages.

The words "system, structure or component" were replaced with the word "item" in section 3.2.1.

Minor editorial changes were made to section 3.2.2 to accommodate the deletion of the QPs.

The responsibility for identification of design interface requirements was moved from section 3.2.3 to section 3.3.

Section 3.3 was added to define the responsibilities for design control which were stated in the QPs.

7 Minor editorial changes were made to sections 4.1, 4.2.1. 4.2.2 and 4.2.3 to accommodate the deletion of the QPs.

Instructions were added to section 4.2.3 concerning the use of verbal purchase orders.

Section 4.3 was added to define the responsibilities for procurement document control which were stated in the QPs.

Section 5.3 was added to define the responsibilities for control of instructions, procedures and drawings which were stated in the QPs.

Excerpts from the QPs were added to section 6.2.1 concerning the areas that must be addressed in quality instructions in order to accomplish document control.

Requirements for control of obsolete documents was moved from section 6.2.6 to section 6.2.1.

Section 6.3 was added to define the responsibilities for document control which were stated in the QPs.

Responsibilities were moved from sections 6.2.1 and 6.2.5 to section 6.3.

Section 8.3 was added to define the responsibilities for identification and control of materials, parts and components which were stated in the QPs.

Section 9.2.4 was created using excerpts from the QPs to describe the requirements for control of equipment.

Section 9.3 was added to define the responsibilities for control of special processes which were stated in the QPs.

Responsibilities were moved from the section on Special Process Records and added to section 9.3.

Minor editorial changes were made to section 10.2.3 concerning qualifications and certifications with no actual change in intent; Section 10.2.4.c was revised to reflect organizational changes.

Section 10.3 was added to define the responsibilities for control of inspections which were stated in the QPs.
