I appreciated the time and attention you gave my visit to Turkey Point on November 1,
1985.
Both the site tour and the informal discussion which followed were most worthwhile.
Since I do not have many opportunities to visit older plants; the visit was especially helpful in furthering my understanding of issues faced by 'plants that. have been in operation since well before the TMI-2 accident.
. I was pleased to see the improvements you have made to Turkey Point, both to the physical plant and in the less tangible but no less important areas of quality assurance, training and maintenance management.
I am further encouraged, as are you no doubt, by the several additional improvements planned and underway.
Your participation in the discussions at Turkey Point was especially important; you hardly need to hear from me the significance that such high-level management involvement holds for successful nuclear powerplant operation.
Incidentally, I have discussed with Dick Vollmer (Deputy Director, Office of Inspection and Enforcement, NRC) the problem of interpretation of the equipment qualification generic letter, and he has assured me that my understanding of our enforcement policy is correct.
Specifically, the retroactive fine ($5,000/day) will not apply to maintenance problems which occur after ll/30/85 and that are associated with E(} equipment which. in the NRC's judgment, was fully qualified on or before ll/30/85.
I understand that this point is being clarified for our Inspection and Enforcement staff.
Please also convey my thanks to your senior management and their staff, in particular Messrs.
Woody, Williams, Dickey and Wethy, for their helpful participation.
