AND 4 I. Backoround By letter dated Nay 20,
FPL re-evaluated the requirements for the valves and determined that Type C testing in accordance with 10 CFR 50, Appendix J, is not required.
They further indicated that the valves will be tested as pressure isolation valves.
II. Evaluation FPL provided a detailed evaluation to support their determination that
- valves, MOB 750 and 751, are not required to be Type C tested.
FPL states and the Containment Systems Branch concurs, that the valves are not required to perform a containment isolation function and would not become a
potential containment atmosphere leak path as long as the Emergency Core Cooling System (ECCS) is operable.
These two valves are locked closed both during normal operation and following a Loss of Coolant Accident to provide the system isolation function for proper ECCS operation.
In addition, these valves are located inside containment and will always be filled with water from either the refueling water storage tank or the containment sumps.
III. Conclusion Based on the licensees submittal and the above evaluation, we have concluded that the valves, MOV 750 and 751 are not required to have the Type C test.
Therefore, the FPL request that they be removed from the Type C test program is acceptable.
These valves will be tested as pressure isolation valves.
