SPENT FUEL POOL EXPANSION TURKEY POINT PLANTS UNITS 3 AND 4 In accordance with NRC procedure for Board Notification, the following information is being provided directly to the Board.

The parties are being informed by copy of this memorandum.

By memorandum dated March '25, 1985 (BN-85-030) we notified the Board of concerns raised by Region'I relevant to the current proceeding, ASLB No. 84-504-07 LA, regarding amendments issued in support of the Spent Fuel Pool Expansions at Florida, Power and Li'ght's Turkey Point Plants Units 3

and 4.

We, further indicated that'he staff was assessing the issues identified by Region II and would keep the Board and parties informed.

The results 'of our effort to resolve the Region's concerns is included in the enclosure to,this memorandum.

We will continue to keep the Board and parties appraised of this matter.

Cecil 0. Thomas, Chief Standardization and Special Projects Branch Division of Licensing, NRR COMMENTS ON DRAFT CONTRACTOR REPORTS ON DECAY HEAT REMOVAL ANALYSIS FOR POINT BEACH AND QUAD CITIES In response to your memorandum dated March 22,

1985, we have reviewed the subject reports and have the following general comment.

From a safeguards perspective, the dedicated decay heat removal (DHR) system for LWRs offers' potential acceptable solution to protecting reactors against radiological sabotage by an insider.

By using this alternative concept of'ecay heat removal for sabotage protection it would be possible to resolve a multitude of concerns and eliminate the need for total re'lienee on a~hvsica1 protection program which, in itself, might not provide for an adequate level of protection without undue safety complexities and adverse morale problems.

Based upon this concept, a safeguards approach could be taken that has the potential for reducing the number of vital areas needing protection in a typical LWR.

This reduction in vital areas offers the following potential benefits:

(1) permits more normal access within the facility (with the exception of a few areas necessary to maintain the operability of the dedicated decay heat removal system);

<2) reduces the requirements for security systems, i.e., alarms, locked doors, and computers, required to protect vital areas; (3) reduces time required to perform certain work functions; (4) eliminates most of the administrative requirements associated with vital area access; (5) reduces reporting requirements to NRC; CONTACT:
