This meeting was held to discuss a proposed 10 CFR 50.54(p) change to the Turkey Point Physical Security Plan.
It was our opinion that this meeting was beneficial and has provided a better understanding of the forthcoming plan changes.
In accordance with Section 2.790 of NRC's "Rules of Practice," Title 10, Code of Federal Regulations, a copy of this letter will be placed in the NRC's Public Document Room.

SUBJECT:
PROPOSED REVISION TO THE PHYSICAL SECURITY PLAN On February 20,
- 1985, members of the NRC Region II staff and representatives of Florida Power and Light Company (FP8 L) met to discuss proposed changes to the Turkey Point Physical Security Plan.
The thrust of the changes involved the processing of contractors into the protected area during construction activities in the discharge canal.
The licensee was advised that all currently approved access control requirements must be met regarding workers and equipment which will be used on the barge in the canal.
The licensee's administrative process of making plan changes was also discussed.
Additionally, the licensee discussed their progress in completing the various upgrades identified by the NRC's Regulatory Effectiveness Review team.
One issue not related to the Turkey Point facility was discussed with the Senior Security Coordinator.
This concerned a
change to the St.
Lucie Safeguards Contingency Plan relative to armed response commitments.
