SUBJECT:
RELIEF OF INSERVICE EXAMINATION OF THE REGENERATIVE HEAT EXCHANGERS By letter dated December 16, 1983 and relief request No.
3 to the Second Ten Year Inservice Inspection Interval provided by letter dated November 20, 1984, you requested relief from performing certain volumetric and surface examinations of the regenerative heat exchangers required by the ASME Boiler and Pressure Vessel Code,Section XI, 1980 Edition through winter 1981 Addenda (Code).
Our evaluation of the referenced letters has determined that certain ASME Code Section XI examination requirements defined in 10 CFR Part 50, Section 50.55a(g)(4) are impractical.
Therefore, pursuant to 10 CFR Part 50, Section 50.55a(g)(6),
we have allowed relief from the requirements that have been determined to be impractical and that, if implemented, would result in hardships of unusual difficulties without a compensating increase in the level of quality and safety.
The details of our evaluation are contained in the enclosed Safety Evaluation.
The request for relief complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations.
The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I.
