INSERVICE INSPECTION PROGRAM'URKEY POINT PLANT UNITS NOS.
3 AND 4 REQUEST TO UPDATE CODE REQUIREMENTS AND EXTEND EXISTING TEN-YEAR INTERVAL By letter dated October 3 and revised October 21, 1983, you requested to (1) update the requirements for system pressure tests to the 1980 Edition through Winter 1981 Addenda of Section XI of the ASME Code and (2) extend the ten-year inspection interval due to lengthy steam generator repair out-ages by one year for both Turkey Point Units.
Based on our review, we approve the update to the later Edition of Section XI for the pressure test requirements as requested.
The Regulations, 10 CFR 50.55a, allows use of requirements in later editions and addenda of Section XI which have been approved by the Commission and incorporated in paragraph (b) of 10 CFR 50.55a.
Paragraph (b) presently cites the 1980 Edition through Winter 1981 Addenda as the latest approved edition and addenda.
This request is therefore within the requirements of the Regulation and it, along with this letter, serves as documentation necessary to substantiate that changes made in the Inservice Inspection Programs for Turkey Point Units 3 and 4 have been reviewed and evaluated in a manner that is consistent with our procedures and position.
We have also reviewed your request for extension of the inspection interval to September 1,
1984 and providing the new program submittal by March 1, 1984.
We have determined your request for extension of the inspection interval to September 1,
1984, is unacceptable.
As explained in the enclosed Exemption, the new ten-year interval starts February 22, 1984 for Unit 3 and April 15, 1984 for Unit 4.
The details f'r establishing these dates and the basis for the Commission granting the schedular exemption for providing the program submittal by March 1, 1984 are detailed in the Exemption.
