PRESSURIZED THERMAL,SHOCK NEAR TERM FLUX REDUCTION PROGRAM-TURKEY POINT PLANT UNITS 3 AND 4 OFFICE II SURNAME/

DATE N We have met with your staff to,.discuss Florida Power and Light Company's integrated program for insuring that the screening criteria for Pressurized Thermal Shock (PTS)'for Turky Point Units 3 and 4 would not be exceeded.

The NRC staff has concluded that the near term flux reduction plans are reasonable and practical.

The use of the 15xl5 Optimized Fuel Assembly (OFA) and the use of Westinghouse Wet Annular Burnable Absorber (WABA) rods for Turkey Point Unit 3 Cycle 9 will have a flux reduction factor of 3.3 which will extend the screening criteria to the year 2007 for Unit 3.

The OFA/WABA core design will be implemented on Unit 4, Cycle 10, resulting in the same time extension for the screening criteria.

Except for staff reviews necessary to approve core reloads with low leakage

cores, we have concluded that further staff activity with r egard to flux reduction measures will be in the context of our r'eviews of flux reduction analyses that the new PTS rule will require from all plants projected to exceed the screening criterion before end-of-license.

The staff is now in the process of auditing all eight reactors in need of near term flux reduction in order to evaluate and verify the flux reduction achieved by the licensees.

In some cases the review is concurrent with the cove reload reviews in progress.

For those licensees, including FP&L, who have not provided the information, we will need the integral neutron source of future core configurations rIhich effect the critical weld areas of the pressur e vessel.

This need to be only a one time calculation which will demonstrate FP&L's commitment as reflected in the staff's report to the Commissioners on this issue, SECY 83-443, dated October 28, 1983.

In this regard we r equest your schedule for providing such PTS calculations within 30 days from receipt of this letter. If you have any questions regarding this request, please contact the NRC Project Manager for your plant.
