OF ENFORCEMENT CONFERENCE DOCKET NO. 50-250, TURKEY POINT UNIT 3 This refers to the enforcement meeting held with you and members of the Florida Power and Light (FPL).;Company staff at the Region II office on November 9,
- 1983, at our request.
The purpose of this meeting was to discuss your actions relating to the personnel entry into the reactor cavity high radiation area at Turkey Point Unit 3.
A summary.of the meeting is provided as an enclosure.
During the meeting we discussed the circumstances which led to the personnel entry into the reactor cavity high. radiation
- area, the
,immediate corrective action, the results of your investigation, conclusion and interim and long term corrective actions.
It is our opinion that this meeting was beneficial and
'had provided for a
mutually better understanding of these issues.
Your cooperation with us is appreciated.
In accordance with Sect'ion 2.790 of NRC's "Rules of Practice".
Part 2, Title 10, Code of Federal Regulations, a

Topics of Discussion A.
L'icensee representatives discussed the results of the investigation following the entry into the reactor cavity high radiation area by the Shift Technical Advisor (STA) and a
health physics technician at approximately 11:30 p.m.,
on Friday, October 14, 1983.
The following conclusions were provided:
1.
The doses to the STA and the HP Technician did not exceed any allowable l.imits.
The STA received 1300 mrem (for the quarter) and had an allowable limit of 3000 mrem (completed NRC - 4 form).
The HP technician's accumulated dose for the quarter (including this entry) was 450 mrem and was also on a
3000 mrem quarterly limit.

The STA was aware of the conditions via the posting on the door.
He demonstrated poor radiation protection practices while entering the sump area (improper use of radiation survey instrument) and went beyond the bounds of the RMP.
He was provided HP coverage when entering the enclosures as allowed by procedure and standard industry practice.

The HP technician was also cognizant of the radiological conditions in the sump and was instructed on the existing conditions.
[(I) Instructed by the FPL-HP containment supervisor not to go down the sump but to just look down the shaft with a flashlight because the thimbles were pulled.

Posting on locked entrance doorway to the sump area identifies exclusion area and working on in-core detectors.]
The HP technician also demonstrated poor radiation protection practices by allowing the STA to enter the sump area first.
B.
Both interim and 'long term corrective actions were discussed.
These actions appear to be adequate to prevent future occurrence of similar
.events.
The implementation of these corrective actions will be inspected at a later date.
