& Light Company (FPL) requests that Appendix A of Facility Operating Licenses DPR-31 and DPR-41 be amended to modify the Turkey Point Units 3 and 4 Technical Specification 3/4.2.5, Power Distribution Limits, DNB Parameters, Limiting Condition for Operation and the Bases Section 3/4.2.5, Power Distzibution Limits, DNB Parameters.
The proposed amendment provides additional operational mazgin associ-ated with the DNB parameters by changing the indicated values of the operating parameters as follows:

Flow from >277,900 gpm to
>275,000

RCS average temperature from <576.6 'F to <577.5 'F, 3.
Pressurizer pressure from >2209 psig to >2205 psig.
The proposed amendment also revises the Bases Section 3/4.2.5, Power Distribution Limits, DNB Parameters, to reflect the changes listed above.
Additional operational margin to the limits associated with the measurement and indication of RCS flow, RCS average temperature, and pressurizer pressure may be provided by the improvement of procedures, replacement of instrumentation, and recalculation of the limits with the use of the NRC approved Westinghouse Setpoint Methodology.
FPL has determined that the proposed amendment does not involve a significant hazard pursuant to 10 CFR 50.92.
The proposed revised Technical Specification change is.shown in Attachment 1.
A descrip-tion of the amendment request and the supporting safety analysis which forms the basis for a no significant hazards determination is provided in Attachment 2.
Attachment 3 provides the no significant hazards determination in support of the proposed amendment.
