Dear Mr. Hudiburg:
On December 6 and 7, 1988, NRC senior managers met to review the performance of operating nuclear power plants licensed by the NRC.
These meetings are conducted biannually to focus NRC resources on those plants and issues of greatest safety significance.
At this meeting, the Turkey Point facility was categorized as requiring continued close monitoring.
Plants in this category have been identified as having weaknesses that warrant increased NRC attention from both headquarters and the regional office.
A sumIary of NRC discussions held relating to Turkey Point is provided below:
Since last June, Florida Power and Light has continued to take significant actions to improve Turkey Point's performance.
These actions include a new plant manager and increased manage-ment emphasis on defining personnel expectations, assigning responsibilities, and instilling a sense of ownership and accountability in all personnel.
Although this effort is producing positive results, the NRC wi11 continue to monitor performance close1y at Turkey Point to gauge the continued effectiveness of the licensee's efforts.
An NRC Commission meeting open to the public has been scheduled for December 21, 1988, to review the results of the latest meeting of NRC managers.
Mr. Malcolm L. Ernst, the Acting Region II Administrator, has discussed the basis for our conclusions with regard to the Turkey Point facility with members of your staff.
