SUMMARY

- TURKEY POINT NUCLEAR PLANT DOCKET NOS.

50-250 AND 50-251 This letter refers to the meeting conducted at our request at the Turkey Point site on November 14, 1988.

The meeting was the eighth in a series of management meetings following issuance of Confirmatory Order 87-85 in October 1987.

The purpose of the meeting was to discuss overall plant status, equipment

issues, FPL's 'Management-on-Shift
Program, Technical Specifications, and maintenance programs.

In addition, an Enforcement Conference in the area of Security was conducted.

The results of the Enforcement Conference are described in separate correspondence.

It is our opinion that this meeting was beneficial and provided a better understanding of the issues.

In accordance with Section 2.790 of the NRC's "Rules of Practice,"

Part 2, Title 10, Code of Federal Regulations, a copy of this letter and its enclosures will be placed in the NRC Public Document Room.

MEETING

SUMMARY

This was the eighth management meeting between the licensee and NRC since issuance of the Confirmatory Order in October 1987.

Although the previous meeting was in August 1988, the NRC SALP presentation of September 21, 1988 fulfilled the scheduler coranitments of meeting on a relatively frequent basis.

Mr. Arias provided a brief update on the status of the Tech.

Spec.

project.

FPL. developed 458 comments on the Proof and Review copy of which 220 comments were of a technical nature.

NRR's response to these comments is due on January 6, 1989.

Mr. Cross discussed the plant status.

Unit 3 was in day-45 of an outage that was originally caused by an RHR pump seal leak.

However, many other problems developed; the most significant of which was insulation migration of the main generator rotor windings.

Unit 4 is in a refueling outage and is defueled.

The licensee plans to use the Unit 4 generator rotor in Unit 3 and send off the Unit 3 rotor for repair.

The equipment issues discussed by Mr. Southworth included; the RHR pump seal

failure, PORV stroke
time, pressurizer heater and insulation failure, pressurizer spray valves, snubber
failures, degradation of LP turbine flow
guides, accumulator level transmitters, and debris fretting of a Unit-4 fuel element.

Mr. Southworth also provided an update on the recent spent fuel pool spill and a summary of the report from the Event Response Team.

Mr. Lance Craig, Manager of Nuclear Engineering Support Services, described the recent problems and planned corrective actions with the facility drawings.

This issue was recently raised by the Resident Inspectors due to several operational incidents involving incor rect drawings and is further discussed in Inspection Report 88-30.

The licensee acknowledged that many Non-Conforming Reports (NRC's) that were generated by the Design Basis Reconstitution Program had not resulted in drawing updates.

The Enercon Report also notes a large backlog of required drawing changes.

Mr. Craig described the planned program to identify and correct the required discrepancies but stated that the program was not scheduled for completion until May 1989.

Mr. Cross stated that neither unit would be restarted until he was satisfied that the drawing discrepancy issue was fully understood and interim measures taken as necessary to ensure safe plant operation was not affected by critical drawing discrepancies.

Mr.

Kappes discussed the status of maintenance program enhancements.

These included a Conduct of Maintenance

Document, a Critical Components
Program, the Nuclear Job Planning
System, and the results of an INPO Maintenance Assist Team visit.

The control room green tags had been reduced to 130 with a year

end goal of less than 100.

The Corrective Maintenance backlog was 905 with a year end goal of less than 700.

The Preventive Maintenance ratio was 20% in April, 40% presently and targeted goal is 60%.

In his closing remarks, Mr. Odom stated that major progress had been made this year in root cause determination, accountability and "fixing it right the first time."

Mr. Ernst stated that the NRC planned to continue these management meetings but would probably extend the frequency.
