COMPLETION OF IMA PORTION OF ORDER EA 87-85 DATED OCTOBER 19, 1987 DOCKET NOS. 50-250 AND 50-251 The NRC has reviewed your response to the Independent Management Appraisal
( IMA) performed by Enercon
- Services, Inc.
The requirements of Order EA 87-85
'ated October 19, 1987, for that portion dealing with the IMA (Sections V. A, B and C) are considered complete.
The provisions of the Order pertaining to the on-shift oversight programs (Section V.
D) remain in effect.
Your response was thorough and comprehensive, and addressed all the recommendations and concerns of the IMA and NRC's comments on the IMA.
Significant management initiatives have been carried out effectively, including addition of new experienced manager s in key positions, which provides confidence that the plans described in your response to,the IMA will be properly implemented.
The response was not sufficiently detailed,
- however, to evaluate the quality and completeness of the plans and actions which will be taken for each initiative.
The NRC staff will monitor implementation of these initiatives and their effect on plant performance.
Your progress and implementation of the plans and commitments described in your response will be a topic in future management meetings.
'e believe that the FPSL guality Assurance Department should develop and implement a plan for auditing the quality and completeness of the documents developed for these initiatives, as well as the completeness and effectiveness of their implementation.
In accordance with section 2.790 of NRC's "Rules of Practice,"
Part 2, Title 10, Code of Federal Regulations, a copy of this letter will be placed in the NRC Public Document Room.
