This refers
to the Nuclear Regulatory
Commission
(NRC) inspection
conducted
by
Ms. Orysia
M. Masnyk on October 6-7,
1988.
The inspection
included
a review of
activities authorized for your Turkey Point facility.
At the conclusion of the
inspection,
the findings
were
discussed
with those
members
of your staff
identified in the enclosed
inspection report.
The inspection
findings indicate that certain activities appeared
to violate

NRC requirements.
The violations described
in the enclosed
Inspection
Report
are
under consideration
for escalated
enforcement
action.
Accordingly,
no
being
issued
at this time,
and
no response
to this
letter is required.
However,
please
be advised that the
number
and character-
ization of violations described
in the enclosed
Inspection
Report
may change
as
a result of further
NRC review.
An Enforcement
Conference
to discuss
these
violations
has
been
scheduled
for November
14,
1988.
You will be advised
by
separate
correspondence
of the results of our deliberations
on this matter.
In accordance
with 10
CFR 2.790(d)
and
10
CFR 73.21,
safeguards
activities
and
security measures
are exempt from public disclosure.
Therefore,
the
enclosures'o
this letter, with the exception of the report
cover
page,
which presents
a
nonexempt
summary, will not be placed in the
