,Florida Power and Light Company Turkey Point, Unit 4 Docket No. 50-251 License No.
DPR-41 During the Nuclear Regulatory Commission (NRC) inspection conducted on August 16-25,: 1988, a violation of NRC requirements was identified.
In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1988), the violation is listed below:
10 CFR 50, Appendix B, Quality Assurance Criteria for Nuclear Power Plants and Fuel Reprocessing
- Plants, Criterion V, as implemented by the approved Florida Power and Light Company Topical Quality Assurance Report (FPLTQAR) 1.76A, Revision 10 (June 24, 1988),
and in Topical Quality Requirement (TQR) 5;0; Revision 7 (June 24, 1988), requires that activities affecting quality assurance shall be prescribed by documented instructions, and shall be accomplished in accordance with these instructions, procedures or drawings.
Contrary to the above, Maintenance Procedure (MP) 9507.2, entitled "Spent Fuel Pit Pump
- Disassembly, Repair and Assembly
( Ingersoll-Rand)",
revision dated November 4, 1986, did not provide adequate instructions or drawings for the assembly and installation of the 4A SFP cooling pump, as evidenced by the improper.mounting of the constant level oiler.
The improper mounting of the oiler resulted in inadequate lubrication of the pump bearings and the subsequent failure of the pump.
This is a Severity Level IV violation (Supplement I).
Pursuant to the provisions of 10 CFR 2.201, Florida Power and Light Company is hereby required to submit a written statement or explanation to the Nuclear Regulatory Commission, ATTN:

- 20555, with a copy to the Regional Administrator, Region II, and a copy to the NRC Resident Inspector, within 30 days of the date of the letter transmitting this Notice.
This reply should be clearly marked as a
"Reply to a Notice of Violation" and should include:
(1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the results
- achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved. 'here good cause is shown, consideration will be given to extending the response time.
