MONTHLY STATUS REPORT ON TURKEY POINT The purpose

ENCLOSURE TURKEY POINT STATUS REPORT (May 14 - June 15, 1988) 1.

Plant Status Unit 3 was in mode 1

Unit 4 was in mode 1.

Facilit 0 erations Summar Unit 3 is operating at 100 percent power and has been on line since March 30, 1988.

Unit 4 is operating at 100 percent power and has been on line since May 28, 1988.

The unit was shutdown for one month to repair a leaking pressurizer spray valve.

While down, the licensee installed spool pieces to the intake cooling water

( ICW) piping in preparation for adding an amertap system.

Items of Interest The NRC completed its review and assessment of the independent (ENERCON) management appraisal.

A report of this assessment has been provided to

SPSL, and the utility has been granted a 45-day extension to review the NRC report and consider whether any changes need to be made to its overall response to the ENERCON recommendations.

On May 13,

1988, the licensee made a notification of a significant event to the NRC.

During the design basis reconstitution review of the RHR

system, the licensee identified a situation where insufficient Net Positive Head (NPSH) for the RHR Containment Spray (CS),

and High Head Safety Injection (HHSI) pumps could occur.

Valve 3/4 887 was found to be 30 percent open.

This valve provided a flowpath from the RHR pumps discharge to the CS and HHSI pumps suction during post-LOCA recirculation from the containment sump.

The valve was repositioned and locked in the 100 percent open position.

The as-found condition was evaluated and this evaluation concluded that insufficient NPSH would not have occurred with the valve in the 30 percent open position.

On May 25,

1988, the licensee made a notification of a significant event to the.NRC.

With Unit 4 in Mode 3, testing of pressure boundary isolation check valves 4-876 A,

B, and C indicated a possible leak.

The plant commenced a unit cooldown in accordance with Technical Specifications

The valves were subsequently tested satisfactorily and returned to service on May 25, 1988.

On May 28 and 30, the Unit 3 containment particulate radiation process monitor R-11 tripped while the operator pushed the Hi Alarm Setpoint button.

This caused a containment and control room ventilation

'isolation signal to be generated.

The drawer was replaced on June 2, 1988, and the old drawer was sent to the vendor to determine the cause of the spurious trips.

Encl osure On May 31,

1988, the licensee made a notification of a significant event to the NRC.

During performance'of the Diesel Oil Transfer System Periodic Test of Pumps, test personnel= noted that valve 70-003, the common suction valve from the diesel oil storage tank to the day tanks, was locked closed.

This valve is normally locked open.

On June 10,

1988, the sixth management meeting was held at Turkey Point.

Topics covered included plant

status, Management-on-Shift (MOS),

Independent Management-Appraisal, Performance Enhancement Program status, Plant Work Order backlog, Security Commitments and the status of the Emergency Diesel Generator Enhancement Project.

The following Licensee Event Reports were received during this period:

50-250,251/88-05 Loss of Flow from Boric Acid Storage Tanks to RCS Due to Coupling Failure of 3B Boric Acid Transfer pump.

Event date April 15 1988.

50-250,251/88-06 Missed Surveillance of Gas Decay Tank Hydrogen and Oxygen Concentration Due to Personnel Error.

Event date April 8, 1988.

50-250/88-07 Three Intake Cooling Water Pumps Inoperable Upon ICW-Pump A and Emergency Diesel Generator.

B Being Out of Service Concurrently.

Event date April 27, 1988.

50-251/88-05 Calibration of Nuclear Instrumentation System Power Range Detectors Performed Late Due to Personnel Error.

Event date April 25, 1988.

Turkey Point has made the following organizational changes:.

M. Crisler assumed the responsibilities as Security Superintendent R. Earl assumed the duties of guality Control Supervisor A. Cummings was appointed Plant Security Supervisor 4.

NRC Staff Activities Durin the Period During the week of June 6,

1988, an Emergency Preparedness
Section, DRSS, inspection was conducted in the area of Emergency Preparedness Program.

The resident inspectors'onthly report covered the period of April 25 through June 3, 1988.

The major findings included:

The closing of valve 70-003, diesel oil transfer pumps suction from the diesel oil storage

tank, by a

chemistry technical taking samples.

This issue is under consideration for escalated enforcement.

The Enforcement Conference is scheduled for July 13, 1988.

The testing of check valves in accordance with ASME Boiler and Pressure Vessel

Code,Section XI may.not be properly implemented for

Enclosure valves that cannot be isolated.

This situation arose from the

'eakage concerned with valves '876 A, B, and C

as described above.

The licensee can isolate 876 A from 876 B

and C for testing the valve in the open position.

However, the 876 B and C check valves are tested together because there is no isolation valve between them.

The next Management Meeting is scheduled for August 4, 1988.
