June 15, 1988 Docket Nos.

50-250 and 50-251 Hr. M. F.

Conway Senior Vice President-Nuclear Nuclear Energy Department Florida Power and Light Company Post Office Box 14000 Juno Beach, Florida 33408-0420

Dear Hr. Conway:

SUBJECT:

GENERIC LETTER 88-03, "STEAH BINDING OF AUXILIARY FEEDMATER PUHPS" (TAC NOS.

67285 AND 67286)

On February 17, 1988, Generic Letter 88-03 was issued and requested all licensees of operating PMRs and holders of construction permits for PMRs to confirm that appropriate procedures are in place, and will be maintained, to minimize the occurrence of steam binding of the auxiliary feedwater (AFM) pumps.

The procedures require monitoring fluid conditions within the AFW system each shift during times when the system is required to be operable, and recognizing steam binding and restoring the AFW system to operable status should steam binding occur.

Your response, dated Hay 24, 1988, has confirmed that you have in place, and will maintain, the necessary procedures.

Thus, your response to Generic Letter 88-03 is satisfactory and no further action is necessary.

By this action we are closing Hultiplant Action B-98 and the associated TAC Nos.

67285 and 67286 for Turkey Point Units 3 and 4.

Sincerely, Original signed by cc:
