SUMMARY
TURKEY POINT NUCLEAR PLANT DOCKET NOS.
50-250 AND 50-251 This letter refers to the meeting conducted at our request at the Turkey Point site on March 2, 1988.
The mee'ting involved a discussion of Florida Power and Light Company's (FPL)
Independent Management Appraisal Plan and the Management-on-Shift Program.
Also included in the meeting agenda were a plant status
- report, an update on the Plant Work Order Backlog, a briefing on the new Operator Professionalism Guidelines, and a Quality Improvement Program (QIP) Team report.
It is our opinion that this meeting was beneficial and provided a better understanding of the issues.
In accordance with Section 2.790 of NRC's "Rules of Practice,"
Part 2, Title 10, Code of Federal Regulations, a copy of this letter and its enclosures will be placed in the NRC Public Document Room.

MEETING
SUMMARY
This was the fourth NRC/FPL Management Meeting as required by Enforcement Action 87-85.
This was also the first such meeting attended by Mr.
W.
F.
- Conway, FPL's newly appointed Group Vice President - Nuclear Energy.
Mr. C. J.
- Baker, Plant Manager presented the plant status including significant operations since the last NRC/FPL meeting on January 25, 1988.
Both units were presently at full power but had experienced some outage time during the last month due to battery charger problems in addition to other maintenance and surveillance items.
Both units were on-line simultaneously for about 6 days with a goal of exceeding the previous simultaneous on-line record of 52 days.
The Manager-on-Shift (MOS)
Program was presented by Mr.
M. J. Crisler.
He provided statistics on the number and rate of closure of items identified by the MOS Program.
Of particular
- note, was the average time to close these items had decreased from 26
- days, the December rate, to 4
- days, the February 1988 rate.
Additionally, it is a requirement to obtain concurrence by the Manager who identifies an item prior to closure.
Mr. Crisler also described the newly implemented Plant Supervisor-Nuclear (PSN) -
MOS Reports.
The objective of these
- reports, which parallel the efforts of the normal MOS
- reports, is to assist the PSN in becoming a better manager on his own shift.
Mr.
R. J.
Stevens presented the status of the Independent Management Appraisal Program.
Dr. J.
N. Grace attended the previous day's meeting between Enercon's Senior Evaluation Team (SET) and FPL's Senior Level Review Board (SLRB).
The last meeting between the SET and the SLRB is scheduled for March 23, 1988.
Mr. Stevens stated that the documentation and information review portion of the study is complete and the evaluation area is about 95K complete.
Issuance of the final report may be as early as April 8, 1988.
Mr. J.
W. Jappes discussed recent initiatives to analyze and reduce the Plant Work Order (PWO) backlog.
In response to NRC questions at a previous meeting, FPL studied the Corrective Maintenance (CM)
PWO backlog in terms of required manhours in addition to absolute numbers of PWOs.
Some interesting statistics obtained were:
15.4%
of all PWOs were for LCO
- work, the maintenance department averages 29 manhours to complete a
- PWO, approximately 50~ of all plant work is backlog, and the accumulation of backlog over an 18 month refueling cycle would require 584 men to work it off.
FPL has determined
'a cyclical relationship of work input, backlog and completion over the operating cycle of a unit and is developing programs and procedures to efficiently allocate resources for maximum effectiveness in controlling the backlog.
FPL is also concerned over the high amount of rework and control room deficiency tags.
Their rework, which they define as a
PWO written on the same piece of equipment within 30 days of CM, is roughly 305.
There are approximately 160 control room deficiency tags though this number is decreasing slightly.
This
.number is misleading in that it does not represent 160 pieces of equipment out

of service but in many cases deficiencies exist which do not render the equip-ment (instrument) inoperable.
As an added agenda
- item, Mr. J. Arias updated the status of the revised Technical Specifications (TS) project.
As a result of a January 28, 1988 meeting in NRR in which concern was expressed over Turkey Point's use of "Interim" TS, FPL issued a
new administrative procedure O-ADM-021, Technical Specification Implementation Procedure.
This procedure provides guidance for the staff during the transition from the existing to the revised TS.
With regard to the schedule, only one working-level technical meeting remains before the Proof-and-Review copy is due to be issued in April 1988.
The topic of professionalism wa's discussed by Mr. L.
W. Pearce.
A manual was developed by FPL that addresses professionalism standards.
- Also, two Turkey Point operators attended a recent INPO conference aoncerning professionalism in which the FPL document was compared with other industry efforts on this topic.
Mr. F.
W. Guendelsberger presented a
Quality Improvement Team (QIP) study concerning Licensee Event Reports (LERs).
A major contributor was. found to be ESF Actuations of which the containment air particulate and gaseous monitors (R-ll, R-12) caused about 25%.
The, root causes were analyzed and determined to have feasible corrective measures.
It is still too
- early, however, to verify improvement..
Two recent security events were discussed by Mr. Jorge Mendieta.
In both instances, openings in protected area barriers were discovered that exceeded 96 in Root
- causes, compensatory measures and future corrective actions were described.
At the conclusion of the meeting, both the NRC and FPL made positive statements concerning the results to date of the various improvement projects.
One theme noticed throughout this meeting was the fact that Turkey Point's Operations Oepartment now seems to be assuming a
lead role and that plant personnel are assuming more ownership and responsibility for 'plant problems.
