SUBJECT:

STATUS OF TURKEY POINT TECHNICAL SPECIFICATIONS REVISION PROJECT As you know, we have been working with your staff during the past year or so on the Turkey Point upgraded Technical Specifications which you are developing under the Technical Specifications Revision Project of your Performance Enhancement Program.

While progress has been made, it appears likely that completion of the project and issuance of a license amendment implementing the upgraded Technical Specifications will not occur before late 1988.

This was discussed at a meeCing between our staffs on January 6, 1988.

Me are aware that you have prepared and implemented, at your own initiative, a large number of plant operating procedure revisions which include additional as well as the more restrictive requirements of the proposed new Technical Specifications and reflect the overall philosophy and guidance of the Standard Technical Specifications.

We are also aware that Che Turkey Point operators have available both the approved and the proposed Technical Specifi-cations and are instructed to follow the more restrictive of the two, in conjunction with the revised plant operating procedures.

Operating in this manner requires interpretations and judgements which are sometimes difficult to make, FPL and Turkey Point plant managers have advised our management and staff, both at meetings and in discussions, that this present situation is undesirable in Chat it causes confusion in the control room.

Me also have seen this comment in FPL documentation.

Me are concerned about the safety implications of this potential for confusion, especially if it is likely to continue for an extended period until the Technical Specifications Revision Project is completed.

Me would, therefore, like to meet with you and other appropriate FPL managers at your earliest convenience to discuss this matter and options for resolving it.

Please contact me to arrange for a mutually agreeable time and place.
