UNIT 4, DOCKET NUMBER 50-251 This letter acknowledges your letter of December 22, 1987, requesting relief from your current Technical Specifications requiring all three Intake Cooling Water
( ICW) pumps to be operable and allowing only one ICW pump to be inoperable for 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />.
In your conversations with the Region II staff and NRR staff on December 18, 1987, you were informed that enforcement discretion would be exercised to allow a
24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> extension of operation with the 4B and 4C pumps inoperable.
This extension was based on the information provided during the telephone conversation on December 18, 1987.
Your letter dated December 22,
- 1987, provided some of the information given verbally on December 18, 1987.
In addition to the information provided in the December 22, 1987, letter, the decision to apply discretionary enforcement was based on the fact that divers were sent to verify no blockage existed in the suction area of the 4A ICW pump.
Also, it was highly unlikely that the 4A ICW pump would experience a bound shaft problem similar to the 4B ICW pump.
This letter confirms the verbal exercising of discretionary enforcement on December 18, 1987.
