SUMMARY
- TURKEY POINT NUCLEAR PLANT DOCKET NOS.
50-250 AND 50-251 This letter refers to the meeting conducted at our request at the Turkey Point site on November 24,,1987.
The meeting involved a discussion of Florida Power and Light Company's (FPL) Independent Management Appraisal Plan and the Manage-ment-On-Shift Program.
Also included in the meeting agenda were a status report on new diesel-generators, the Integrated
- Schedule, recent initiatives in the area of Security and an exit interview for Inspection Report 87-44.
It is our opinion that this meeting was beneficial and provided a better understanding of the issues.
In accordance with Section 2.790 of the NRC's "Rules of Practice,"
Part 2, Title 10, Code of Federal Regulations, a copy of this letter and its enclosures will be placed in the NRC Public Document Room.

SUMMARY
A.
Introductory remarks were given by Mr. Ernst and Mr. Odom.
Mr. Ernst stated that formal comments on the Enercom's Independent Appraisal Plan would be provided by the NRC during the week of November 30, 1987.
Our prel-iminary review identified concerns over the extent of involvement of St. Lucie in the appraisal, the lack of detail on the resumes of the team
- members, the emphasis on fact finding and not on subjective evaluations and the method for handling potential allegations.
FPL and Enercom satisfactorily addressed their plans for handling each of these concerns.
Mr. Richardson of Enercom described the Appraisal Plan including scheduled milestones.
He emphasized that subjectivity (by interviewees) would be adequately assessed to determine validity and root cause.
Also, detailed resumes of team members would be provided to the NRC.
Mr. Stevens of FPL described the scope of the contract and the contractor selection process.
Mr.
Odom presented some results from the Management-On-Shift Program.
He stated that the original intent of the program was to be a self-assessment and that this intent has been largely served, i.e., most findings now are repeats.
He believed that the NRC Order has had an inhibiting effect on the free flow of information.

C.
FPL has made the commitment to increase the emergency diesel generator capacity at their, Turkey Point facility and to improve electrical independence of each unit.
The present schedule has the completion of the modifications by December 1990.
The status and intentions of the licensee were discussed concerning the Integrated Schedule.
The licensee is still committed to the Integrated Schedule concept.
The license amendment was issued on November 23, 1987.
D.
The licensee discussed their commitments to upgrade site security and the schedule for this upgrade.
E.
The NRC conducted an exit for Inspection Report 50-250, 251/87-44.
F.
The licensee conducted an independent review of issues raised by one of their management's on-shift personnel.
The underlying themes to the issues are; professionalism, supervision, department interfaces,
- training, and procedures.
