Dear Yir. Hudiburg:

On November 17 and 18,

1987, NRC senior managers met to review the performance of operating nuclear power plants licensed by the NRC.

These meetings are conducted biannually to focus NRC resources on those plants and issues of greatest safety significance.

At this meeting the Turkey Point facility was categorized as requiring continued close monitoring.

NRC places plants in this category that have taken action or have committed to take action that should correct identified problems, but the effectiveness of this action has yet to be fully demonstrated.

Based on being in this category, the NRC will continue to provide an increased level of headquarters and regional attention to monitoring Turkey Point's performance.

A summary of NRC discussions held relating to Turkey Point is provided below:

Turkey Point continues to experience problems in operations, engineering support, training, and security.

The licensee has committed over 5700M to capital improvements (including a new simulator) and to programs that are improving performance in some areas.

However, problems such as a lack of professionalism in the control room, failure to follow procedures, and poor internal comunications are still occasionally evident.

In apparent recognition of a lack of strong leadership at the site, a

new site vice president was appointed in August.

He, in turn, has made several additional management changes in key positions.

In addition, he initiated a management-on-shift program in August to monitor control room operations around the clock.

An instance of lack of professionalism in the control room, identified by the licensee, and other

problems, led to the issuance of an NRC order on October 19 requiring the licensee to continue their management-on-shift program with specified modifications and hire an independent consulting firm to audit their operations and make recommendations for improvement.

The region continues to maintain three residents on site and is now conducting monthly management meetings with the licensee to review their progress.
