ENCLOSURE 1

NOTICE OF VIOLATION Florida Power and Light Company Turkey Point Units 3 and 4

Docket Nos.

50-250 and 50-251 License Nos.

DRP-31 and DRP-41 During the Nuclear Regulatory Commission (NRC) inspection conducted on September 28 - October 2, 1987, a violation of NRC requirements was identified.

The violation involved failure to perform surveillance on the electric driven motor fire pump.

In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions,"

10 CFR Part 2, Appendix C (1986), the violation is listed below:

Technical Specification TS 4. 1-2(14) requires that the electric motor driven fire pump be tested monthly.

Contrary to the above, the pump was tested on October 7, 1985 and the next time the test was performed was December 3,

1985, thus exceeding the maximum time between surveillances of 45 days by 12 days.

The test performed on December 3, 1985 showed no deficiencies.

Therefore, the pump was available for service and the safety of Units 3

and 4

was not affected.

This is a Severity Level V violation (Supplement I).
