NOTICE OF VIOLATION Florida For.~r and Light Company Turkey Point Nuclear Plant Docket Nos.:
50-250 and 50-251 License Nos.:
DPR-31 and DPR-41 During the Nuclear Regulatory Comission (NPC) inspection conducted on August 24-28, 1987, violations of NRC requirements were identified.
The violations involved (a) failure to follow Radiation Work Permit (RWP) requirements and (b) failure
?c properly complete a manifest for a radioactive waste shipment.
Ir accordance with the "General Sl.azement 'of Policy and Procedure for NPC Enforcement Actions,"
(1986),
the violations are listed below:
A.

- 1987, Section 8 requires Health Phvsics (HP) coverage for riovlng fuel.

- 1987, a licensed operator entered the Unit 3 Spent Fuel Pit alea in the afternoon and continued fuel reshuffling activities without HP coverage.
This is a Severity Level IV vlolatlon (Supplement IV).
This violation fs similar to the Notice of Violation contained in Inspection Report Nos.
50-250/86-04 and 50-251/06-04, which was sent to you in our letter dated April 28, 1986.
