50-250 AND 50"251 This letter refers to the quarterly Performance Enhancement Program (PEP) management meeting conducted at your Turkey Point facility on July 30, 1987.
The meeting involved discussions of the current program status and project highlights'nclosure 1 is a meeting summary and Enclosure 2 is the list of attendees.
It is our opinion that this meeting was beneficial, and provided a better understanding of the status of the PEP program.
In accordance with Section 2.790 of the NRC's "Rules of Practice,"
Part 2,
Title 10, Code of Federal Regulations, a
copy of this letter and the enclosures wi 11 be placed in the NRC's Public Document Room.

ENCLOSURE 1
PERFORMANCE ENHANCEMENT PROGRAM PRESENTATION This meeting was intended to address the quarterly reporting requirements of the Turkey Point Performance Enhancement Program (TPPEP) as specified in the Confirmatory Order dated August 12, 1986.

- Manager, Performance Enhancement
- Program, presented an overview of the current program status and introduced the individual speakers.
The Agenda is attached to this enclosure.
Mr.
Kappes stated at the outset of the meeting that although the PEP had been extremely useful in correcting numerous
- problems, two areas in which it was deficient were improvements in the Balance of Plant (BOP) System and targeting personnel performance enhancement.
FP&L has initiated an audit/assessment of the PEP and intends to complete this study in approximately two months.
The intent is to assure that all tasks have been completely and comprehensively addressed.
The theme of this meeting was a departure from previous update meetings in that specific examples of PEP projects were described by the individuals actually involved with the projects.
It was especially beneficial from the NRC's perspective to see concrete examples of improvements and/or progress in key areas and to question those individuals directly responsible.
In some
- areas, tangible benefits were already
- evident, e.g.,
the equipment identifi-cation program and the resulting substantial decrease in wrong unit/wrong train events.
In other areas, programs were developed but not yet implemented, e.g.,
a prototype prioritization system for plant work orders.
In the area of Engineering
- Support, presentations were made by Messers.

H. Rogers and B. A. Abrishami.
These presentations expanded on Mr. Chancy's discussion of Configuration Control and encompassed the overall Select System Review
- process, FP&L's Engineering organization (corporate and site) and the methodology of providing engineering support to the site.
These presentations were in lieu of a
previously scheduled meeting in Region II that was deferred until a
more opportune time.
They also enabled NRC personnel to gain a better perspective of FP&L's Engineering
- function, since it had figured prominently in the PEP and in the recent SALP report.
