This refers- to the Nuclear Regulatory Commission

(NRC) inspection

conducted

by

Stadler

on

June

15-19,

1987.

The

inspection

included

a

review of

activities authorized for your Turkey Point facility.

At the conclusion of the

inspection,

the

findings

were

discussed

with those

members

of your staff

identified in the enclosed

inspection report.

Areas

examined

during the inspection

are identified in the report.

Within

these

areas,

the inspection

consisted

of selective

examinations

of procedures

and

representative

records,

interviews with personnel,

and

observation

of

activities in progress.

The

inspection

findings

indicate

that

certain

activities

violated

NRC

requirements.

The violations

described

in the

enclosed

report

are

under

consideration

for escalated

enforcement

action.

Accordingly,

a Notice of

Violation is not being

issued for these

items

and

no response

for these

items

is required.

However,

please

be advised that the

number

and characteristics

of

violations described

in the enclosed

report

may change

as

a result of further

NRC review.

You will be advised

by separate

correspondence

of the results of

our deliberations

on this matter.

These

areas will be addressed

during the Enforcement

Conference

scheduled for

July 29,

1987, at the Turkey Point facility.
