- SPENT FUEL PIT COOLING By letter dated December 26, 1985, as supplemented on August 20, 1986, you requested, schedular relief to complete the installation of spent fuel pit
"(SFP) cooling pump flow measurement devices.
The flow measurement devices are needed as part of'the IST program for new pumps which have been installed as part of the SFP upgrade.
The IST requirements are specified in the ASME Boiler and Pressure Vessel Code,Section XI.
Our evaluation'of the referenced letters has determined that certain ASME Code Section XI examination requirements defined in IWP-4600 Flow Measurement are impractical.
We have further concluded that the alternatives discussed in the enclosed Safety Evaluation will provide an acceptable level of safety and relief is justified.
Therefore, pursuant to 10 CFR Part 50.55a(g)(6)(i),
the granting of this relief is authorized by law and will not endanger life or public property or the common defense and security and is otherwise in the public interest.
In making this determination, we have given due consideration to the burden that could result if these requirements were imposed on your facility.
