This refers

to the Nuclear Regulatory

Commission

(NRC) inspection

conducted

The inspection

included

a review of activities authorized

for pour Turkey Point facility.

At

the conclusion of the inspection,

the findings were discussed

with those

members

of your staff identified in the enclosed

inspection report.

Areas

examined during the inspection

are identified in the report.

Within these

areas,

the

inspection

consisted

of

selected

examinations

of procedures

and

representative

records,

interviews with personnel,

and observation

of activities

in

progress'he

inspection findings indicate that certain activities appeared

to violate

NRC

requirements.

The violations, references

to pertinent requirements,

and elements

to

be included in your response

are described

in the enclosed

Notice of Viola-

tion.

During

the

on-site

exit interview,

your

staff

suggested

that

some

of the

violations

.could

be

combined.

This

suggestion

has

been

considered

by

NRC

Region II management.

Violations

B,

D,

and

F involve

separate

requirements.

Violations A,

C,

and

E all involve

some part of Technical Specification 6.8. 1;

however, violation

E concerns

two failures

to

implement existing

procedures,

while violations

A and

C refer to

separate

unrelated .events.

The Notice of

Violation is structured accordingly.

Your attention

is invited to the unresolved

items identified in the inspection

report.

These matters will be pursued during future inspections.

In accordance

with Section

2.790 of the

NRC's "Rules of Practice',"

Part 2, Title

10,

Code of Federal

Regulations,

a copy of this letter

and its enclosures will be
