Office of Nuclear Reactor Regulation Attention:
Mr. D. G. McDonald, Project Manager PWR Project Directorate II2 Division of PWR Licensing-A U. S. Nuclear Regulatory Commission Washington, D. C. 20555 FLORIDAPOWER & LIGHTCOMPANY 4L 3 0 IscII L-86-300
Dear Mr. McDonald:
RE:
Turkey Point Units 3 and 0 Docket Nos. 50-250 and 50-251 Proposed License Amendment Standb Feedwater S stem By letter dated January 30, 1986 (FPL Letter No. L-86-03), Florida Power R Light Company (FPL) submitted proposed Technical Specifications to provide administrative control of the non-safety grade standby feedwater system to ensure its availability during plant operation.
Based on comments from the NRC Staff, FPL agreed to revise the proposed periodic surveillance requirements to require testing of the standby feedwater pumps monthly on a staggered test basis.
This surveillance interval is more conservative than the quarterly interval proposed in our January 30 submittal, and therefore does not affect the no significant hazards determination as noticed on April 9, 1986 (51 FR 12228).
Revised Technical Specification pages are attached.
They supersede the same numbered pages included with our January 30, 1986 submittal.
This revision has been reviewed by the Plant Nuclear Safety Committee and the Company Nuclear Review Board.
The conclusions reached in the Safety and No Significant Hazards Evaluations provided with the proposed Technical Specification are changed.
