Turkey Point 1Jnits 3 and 1 Oocket Nos. 50-250 and 50-251 Proposed License Amendment STANDBYFEEDWATER SYSTEM In accordance with 10 CFR 50.90, Florida Power and Light Company submits herewith three signed originals and forty copies of a request to amend Appendix A of Facility Operating License DPR-31 and 01.
The proposed Technical Specifications provide administrative control of the non-safety grade STANDBY FEEOWATER SYSTEM to ensure its availability during plant operation.
This system is not relied upon to provide required plant protection to mitigate the consequences of a postulated design basis accident but is capable of supplying backup feedwater during certain non-desipn basis, low probability events.
The proposed amendment is described below and is shown on the accompanying Technical Specif ication pages:

The Table of Contents is revised to include provisions for the STANDBYFEEDWATER S YSTEM.
Pa e 3.20-1 The Limiting Condition for Operation for the STANDBY FEEDWATER SYSTEM is added as Specification 3. 20.
In addition to a SPECIAL REPORT, in a condition where both pumps are unavailable for longer than 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />, the NRC shall be notified.
This notification willbe included in our procedures as a VOLUNTARY0 hour notification to be made via ENS to NRCOC.

A safety evaluation of this proposed change is provided as Attachment 1.
In accordance with 10 CFR 50.91(a)(l), we have determined that this amendment does not involve any significant hazards considerations pursuant to 10 CFR 50.91(c).
A discussion of our evaluation is provided in Attachment 2.
In accordance with 10 CFR 50.91(bXI), a copy of the proposed amendment is being forwarded to the State Designee for the State of Florida.
In accordance with 10 CFR 170.12(c), a check for $ 150.00 is attached.
The proposed amendment has been reviewed by the Turkey Point Plant Nuclear Safety Committee and the Florida Power and Light Company Nuclear Review Board.

Turkey Point Units 3 and 0 Docket Nos. 50-250, 50-251 Proposed License Amendment Standb Feedwater S stem Evaluation The proposed Technical Specification provides administrative control of the standby feedwater system to ensure its availability during plant operation.
This
-system is not relied upon to provide required plant protection to mitigate the consequences of a postulated design basis accident but is capable of supplying backup feedwater during certain non-design basis, low probability events.
There is no automatic actuation of this system.
All control (pump start and stop and flow path alignment) is accomplished via manual operator action.
The proposed Technical Specification adds administrative controls and reporting requirements based on availability of STANDBY FEEDWATER SYSTFM main components.
This change does not increase the probability of or the consequences of a previously analyzed accident.
It does not involve the possibility of a new accident nor does it decrease the margin of safety.

The proposed changes to the Technical Specifications provide limiting conditions for operation and surveillance requirements for the standby feedwater system.
The addition of these requirements would be a change that constitutes an additional limitation, restriction or control not presently included in the technical specifications.
For this reason this change would be similar to example ii of the examples of amendments that are considered not likely to involve significant hazards considerations.
