This refers to the Nuclear Regulatory
Commission
(NRC) inspection
conducted
by
F.
R.
McCoy
on
March 23-28
and April 7-11,
1986.
The inspection
included
a
review of activities
authorized
for your Turkey Point facility.
At "the
conclusion of the inspection,
the findings were discussed
with those
members of
your staff identi'fied in the enclosed
inspection report.
Areas
examined
during the inspection
are identified in the report.
Within these
areas,
the
inspection
consisted
of selective
examinations
of procedures
and
representative
records,
interviews with personnel,
and observation of activities
in progress.
The inspection findings indicate that certain activities appeared
to violate
NRC
requirements.
The violat'ions, references
to pertinent requirements,
and elements
to
be
included
in your response
are
described
in the
enclosed
Notice of
Violation.
One violation described
in the enclosed
Inspection Report is under consideration
for escalated
enforcement
action.
Accordingly,
no Notice of Violation is being
issued for that item at this time,
and
no response
for that item is required.
However,
please
be advised
that the
number
and characterization
of violations
described
in the enclosed
Inspection
Report
may
change
as
a result of further
NRC review.
You will be advised
by separate
correspondence
of the results of
our deliberations
on this matter.
In accordance
with
a copy of this letter, its enclosures,
and
any reply will be
placed
in the
NRC Public
Document
Room.
If you wish to
withhold information contained
therein,
please
notify this office by telephone
within ten
days of the date of this letter
and submit
a written application to
