International Atomic Energy Agency/Safeguards Agreement-Turkey Point Plant, Unit 4 The selection of your facility for implementation of international safeguards'nder the agreement between the United States and the International Atomic Energy Agency (IAEA) was made last year and has been in effect since January I, 1986.
As a general rule, power reactors are kept under IAEA safeguards for a period of 2 to 2k years and then rotated off by the selection of replacement facilities.
In fulfillment of the Safeguards Agreement between the US and the IAEA, the IAEA has installed safeguards equipment at your facility and will perform periodic maintenance, camera reloading, and seal verification.
In this regard, except for emergency situations, I would like to provide the following guidance.
IAEA cameras and seals must not be moved or deta'ched during the absence of IAEA inspectors without specific guidance from this office or one of the persons designated below.
Lighting must be left on at all times where cameras are providing surveillance.
If, for operational reasons, it should become necessary to move or detach IAEA equipment or to turn off lighting necessary for surveillance, the NRC staff should be notified by telephone prior to any such action, or in emergency situations, as soon as possible after the act so that the information can immediately be provided to the IAEA.

Woody A complete loss of camera surveillance or seal containment will require a
response by IAEA, including possible reinventory.
This can usually be prevented through early planning and communication.
For example, the breaking of one or two seals on the missile shield may not represent, in some instances, a complete loss of seal containment.
The reporting and/or recordkeeping requirements of this letter affect fewer than 10 respondents; therefore, OMB clearance is not required under P.L.96-511.
