Inservice Inspection Requirements

- Relief Request Numbers 13 and 14 By letter dated December 6,

1985, you requested relief from performing certain inservice examination requirements relating to the main coolant piping welds and main steam reducer to nozzle piping welds.

The requirements are specified in the ASME Boiler and Pressure Vessel Code,Section XI, 1980 Editionthrough winter 1981 Addenda (code).

Our evaluation of the referenced letter has determined that cer tain ASME Code Section XI examination requirements defined in paragraph III-340 of'ppendix III are impractical.

We have further concluded that the alternative examination discussed in the enclosed Safety Evaluation will provide an acceptable level of quality and safety and relief is justified.

Therefore, pursuant to 10 CFR Part 50.55a(g)(6)(i),

the granting of this relief is authorized by law and will not endanger life or public property or the common defense and security-and is otherwise in the public interest.

In making this determination, we have given due consideration to the burden that could result if these require-ments were imposed on your facility.

Our evaluation of the referenced letters has d termined that certain ASME Code Section XI examination requirements defi ed in 10 CFR Part 50, Section 50.55a(g)(4) are impractical.

Therefore, pur uant to 10 CFR Part 50, Section 50.55a(g)(6),

we have allowed relief from the requirements that have been determined to be impractical and that, if'mplemented, would result in hardships of unusual difficulties without compensating increase in the level of quality and safety.

The details f our evaluation are contained in the enclosed Safety Evaluation.

The request for relief complies with th standards and requirements of the Atomic Energy Act of 1954, as amended

( he Act), and the Commission's rules and regulations.

The Commission has m de appropriate findings as required by the Act and the Commission's rules nd regulations in 10 CFR Chapter I.
