US/IAEA Safeguards Agreement Reporting Requirements

- Turkey Point'lant, Unit 4 j4 This letter is to confirm agreements reached with respect'to reporting under the US/IAEA Safeguards Agreement.

In accordance with provisions in 10 CFR Part 75, material balance reports should continue to be reported on NRC Form 742 and physical inventory listings on NRC Form 742C.

Inventory changes should continue to be reported on NRC Form 741.

Until the negotiation of a facility attachment is completed, normal domestic accounting practices should be utilized (e.g.,

IAEA reporting codes should not be used),

in accordance'ith reporting dates described in NUREG BR 0006 and 0007 for IAEA reporting.

Accounting under the US/IAEA Safeguards Agreement should be initiated as of January 31, 1986, with the submittal of a "book inventory" on NRC Form 742C.

As of the same date, a material balance report should be submitted to close out material accounting under the domestic safeguards program.

Mr. Les Martin of your staff had a question concerning category changes which will be considered in the negotiation of a facility attachment for the Turkey Point Plant, Unit 4.

At present, the U.S.

Government is awaiting a draft facility attachment from the, IAEA.

Once this is received, the draft facility attachment will be sent to your company for comments and consultation.
